Lead Artists

Tithebarn Masterplan Preston

From 2004

The artists Alfredo Jarr and Charles Quick were appointed as Lead Artists to begin in December 2004.  Funding to support these roles came from Project CABE), Lancashire County Council and the Preston City Council.

The In Certain Places programme worked as an advocate to persuade developers  and the City Council to appoint a Lead Artist to work alongside the Masterplan architects to develop concepts and programmes at all levels throughout the schemes, from identifying opportunities for the integration of artists' "work" into the basic fabric of the Tithebarn Project and brokering artist/architect partnerships, to informing higher level masterplanning decisions.

A Lead Artist role would be able to facilitate greater involvement of communities in the development of the scheme, meeting needs, which might otherwise go unrecognised.   It would almost certainly give the development a character that would be distinct from other regional and national development on this scale.  During the development process the presence of an artist operating at the highest level would support a culture in which innovation would be encouraged.  The appointment was also seen as enabling solutions to be found to the issue of integrating the scheme into the terrain of the existing city.

Since then the artists have undertaken research and have made many presentations to the city and the developers. The Tithebarn development has been on hold for a while due to funding and permissions.
